The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) holds immense potential for sustainable growth through the Blue Economy—the responsible use of ocean and coastal resources for economic development, improved livelihoods, and ecosystem health.
To help local government units (LGUs) in BARMM lead this transformation, this initiative introduces a two-stage, AI-supported writeshops designed to guide LGU planning officers in developing and integrating blue economy projects into a unified 10-year municipal roadmap.
In the first stage, LGU planning officers will use AI-assisted tools to identify, refine, and document initial project ideas related to the Blue Economy.
These project concepts may cover sectors such as:
Sustainable fisheries and aquaculture
Coastal and marine tourism
Renewable marine energy
Maritime transport and logistics
Mangrove and coral restoration
Waste and pollution management
Through guided exercises, participants will:
Translate local needs and data into concrete project ideas
Assess feasibility and potential impacts
Generate draft concept notes aligned with BARMM’s development priorities and the Sustainable Development Goals (SDGs)
A synchronous online session will introduce participants to the process and tools.
Those unable to attend can watch a recorded session or book a guided session with a human coach, who will assist them as they use the AI tools for concept creation.

Once individual concept notes are developed, the second stage focuses on integrating these initiatives into a cohesive Blue Economy Convergence Framework for each municipality.
Using AI-supported analysis and facilitation, LGUs will:
Identify linkages and synergies among different projects
Prioritize investments and policy interventions
Build a 10-year Blue Economy Roadmap anchored in sustainability, inclusivity, and climate resilience
Define measurable goals, milestones, and local partnerships
A second online session will guide participants through this integration stage. As in Step 1, those who miss the live session can review recordings or receive one-on-one support from a trained coach who can walk them through the AI platform and tools.
This hybrid approach ensures that technology enhances—not replaces—human judgment and community-driven planning.
Each municipality will complete the process with a 10-year Blue Economy Roadmap that:
Reflects local priorities and coastal resource realities
Aligns with BARMM’s regional development framework
Establishes a pipeline of actionable, fundable projects
Provides a living document to guide annual planning, monitoring, and partnerships
Through this roadmap, BARMM LGUs can move from scattered projects to a coherent long-term vision for blue economic transformation.
The initiative is part of a broader effort to build local capacity, strengthen data-driven decision-making, and foster inter-LGU collaboration within BARMM’s coastal and island provinces.
By connecting technology, training, and governance, it aims to create a resilient, inclusive, and innovation-driven blue economy that benefits communities today and generations to come.
